Marco Rubio acknowledged during Senate testimony Wednesday that fully normalizing relations with Venezuela would require the United States to revoke its decision recognizing the parliament elected in 2015 as the country’s legitimate government. The complex diplomatic issue represents a significant hurdle in restoring formal ties despite progress toward reopening the American Embassy in Caracas.

The Secretary of State explained that the State Department intends to send additional diplomatic and support personnel to prepare for potential embassy reopening, which shuttered in 2019 during escalating tensions with the Maduro regime. However, he indicated that complete relationship normalization involves resolving the question of governmental recognition and legitimacy.

Rubio suggested that diplomatic progress depends on continued cooperation from interim authorities led by acting president Delcy Rodriguez. He emphasized that demonstrating sustained responsiveness to American demands including democratic reforms would facilitate gradual movement toward full recognition. The Secretary outlined economic frameworks and oversight mechanisms designed to ensure compliance.

Democrats questioned the wisdom of pursuing normalized relations with a government controlled largely by former Maduro regime members. They challenged whether replacing one authoritarian leader with his associates constitutes sufficient change to justify diplomatic recognition and expressed skepticism about the operation’s effectiveness given continuing economic struggles.
