Singapore, Timor-Leste Enhance Economic Collaboration and Business Opportunities

In a significant move to deepen ties, Singapore and Timor-Leste have signed a new cooperation framework aimed at boosting collaboration in a range of sectors including economic development, healthcare, education, and regional affairs. This agreement, marked by the presence of Singapore’s Prime Minister Lawrence Wong and Timor-Leste’s Prime Minister Xanana Gusmão, occurred during Wong’s inaugural official visit to the Timorese capital, Dili. The framework is set to facilitate regular dialogues between the foreign ministries of both nations, focusing on issues that span bilateral, regional, and international domains.

Economically, Singapore continues to uphold its role as one of Timor-Leste’s top investors, with its companies actively seeking prospects in fields such as renewable energy and wholesale trade. In a bid to further strengthen economic ties and enhance workforce development, Prime Minister Wong announced that, starting in 2027, workers from Timor-Leste will be eligible for employment in selected sectors in Singapore, notably construction and marine shipyards. This initiative is poised to foster closer people-to-people connections between the two countries.

The agreement also extends to healthcare and education, with plans to bolster cooperation in these critical areas. Singapore’s National University Hospital is slated to collaborate with Timor-Leste’s Ministry of Health, focusing on workforce development and healthcare training. Additionally, Singapore has committed to aiding Timor-Leste in developing leadership training programs for educators, aiming to elevate the quality of education and training in the region.

On a broader scale, Singapore has reiterated its support for Timor-Leste’s integration into the Association of Southeast Asian Nations (ASEAN). This support includes the expansion of training programs and preparations for Timor-Leste’s anticipated ASEAN chairmanship in 2029. Such efforts underscore Singapore’s commitment to ensuring Timor-Leste’s smooth transition and active participation in regional affairs.

During this milestone visit, President José Ramos-Horta honored Prime Minister Wong with the Order of Timor-Leste (Grand Collar). This accolade was in appreciation of Singapore’s enduring support for Timor-Leste’s developmental journey and its progress towards becoming an ASEAN member. The visit and subsequent agreements highlight a promising future of enhanced collaboration and mutual benefit for both nations.
